l suppose you could use it for both, but it does sound more like a female name, sounds very feminine

nice name but to me it is more for a female, you could call a male kipper or kip for short, also you can shorten pipper to pip, hope this helps you decide
Reply:I would say a female because my cousin had a dog named pipper it was a female.
Reply: I think it would be a male dogs name. It just doesn't sound like a female would have it, a female needs a pretty name.

I think it would be both, but its more of a females name to me.
